1896 年3 月20 日(清光绪二十二年二月初九),光绪皇帝朱批总理衙门奏折“依议”,批准开办国家邮政——大清邮政,将海关邮政局改为大清邮政官局,任命海关总税务司赫德兼总邮政司。这时邮资等收费标准从海关关平银的银两制改为较方便的银元制,原邮票已不能继续使用,印制新邮票很费时间,造册处就建议总税务司署,仿照其他发行过邮票的国家那样,将原有邮票加盖改值暂用。1597 年2 月2 日(清光绪二十三年正月初一),为适应开办邮政新业务及使用高面值邮票的需要,清代国家邮政将上海海关库存的100 万枚红印花票加盖文字改作邮票。红印花原票是雕刻版精印,不易伪造,用来加盖高面值邮票极为保险。红印花加盖暂作邮票共有1 分、2 分、4 分、1 元和5 元五种面值,其中2 分、4 分和1 元均有“大小字”之分,所以全套邮票共计8 枚。与小龙和万寿加盖改值邮票不同,红印花邮票8 种加盖印版均为“大清邮政”四字,向公众表明这是大清邮政官局的邮资支付凭证。在红印花加盖“暂作洋银贰分”邮票中,有大小字两种。其中“小字贰分”邮票中有倒盖、复盖以及倒盖兼复盖等变体票。

The original red stamps were engraved and finely printed, not easy to forge, and were used to cover high value stamps with extreme insurance. There are five denominations of red stamps, namely 1 cent, 2 cents, 4 cents, 1 yuan and 5 yuan, of which 2 cents, 4 cents and 1 yuan have “big and small characters”, so the whole set of stamps consists of 8 pieces. Unlike the Small Dragon and Wanshou overprinted change of value stamps, the eight red stamps are all overprinted with the words “Qing Post”, indicating to the public that they are proof of payment of postage by the Qing Postal Administration. In the red stamps overprinted with “temporary foreign silver two cents” stamps, there are two kinds of characters. Among the “Small Character Two Cents” stamps, there are variants such as inverted cover, double cover and inverted and double cover.

近期我公司征集了一套大清邮政红印花加盖暂作洋银邮票,全套邮票共计8 枚,有1 分、2 分、4 分、1 元和5 元五种面值。单枚邮票的红印花原票图案为中心圆内置阿拉伯数字“3”,并缀英文"CENTS”(分);上面横排英文“CHINA”(中国),下端横排英文“REVENUE”(税收),图案以白色雕出的网眼花边花纹为衬底。红印花原票雕刻精细,网纹清晰,采用无水印白色厚纸,质地坚韧,不易破裂,背胶厚而微黄。票幅为21 毫米×25 毫米,图幅18.5 毫米×22.5 毫米,齿孔12 度至16 度,线式齿。单枚邮票的加盖改值文字分别为“大清郵政當壹分”与英文“one cent.”、“大清郵政暫作洋銀貳分”与英文“2 cents.”、“大清郵政暫作洋銀肆分”与英文“4 cents.”、“大清郵政當壹圓”与英文“1 dollar.”、“大清郵政當伍圓”与英文“5 dollars.”。

The original red-stamped stamps are finely engraved, with a clear mesh pattern, and are printed on thick, non-watermarked white paper, which is tough and unbreakable, with a thick and slightly yellowish backing. The stamps are 21 mm x 25 mm in width, 18.5 mm x 22.5 mm in image width, and have perforations ranging from 12 degrees to 16 degrees, with linear perforations. The overprints on the stamps are “大清郵政當一分” and “one cent.”, “大清郵政暫作洋銀貳分” and “2 cents. “2 cents.”, “Qing Post temporarily made foreign silver four cents” and the English “4 cents.”, “Qing Post when one round “ and English ‘1 dollar.’, ‘大清郵政當伍圓’ and English ‘5 dollars.’.
